I do not think this paper defines All is One. It seems to me it is focused on Worldview.
The following are some indication of what All is One means.
. . . universe, the same “single, multi-form, emerging, energy event.
. . . integrity, consistency and design. Light, energy, life,. . .
. . . all of reality, exist within this same space.
. . . integrity, consistency and design. Light, energy, life, consciousness and even love are pre-existent in this place, and we are fully subject to the implications of these and other principles.
. . . There are instructions within the system . . .
. . . these principles . . .
